Organizational Context and Scope


Under the overall supervision of the Chief of Mission (CoM), Senior Resource Management Officer (SRMO) and direct supervision of Resource Management Officer (RMO) in Amman, Jordan, the National Resource Management Officer will be performing the following functions:


Core Functions / Responsibilities:


Assist the RMO in coordinating and monitoring the Finance unit functions (Treasury, Accounting, Travel claims processing, Budget and Monitoring) and coordination within RM units;

Provide the mission’s management COM, SRMO, RMO and PMs updated financial monitoring report for the projects twice in a month to analyse variances between budget and actual expenditure, outstanding commitment and the implementation of projects;

In coordination with RMO, monitor the financial management for all activities of the mission including the oversight of financial expenditures and accountability and financial analysis of the mission’s projects;

In coordination with RMO, work with Program Managers in the preparation and revising of projects budgets and Create/Activate the project structures in PRISM and/or PRIMA;

Provides guidance, training and daily supervision to finance staffs in the relevant areas of administration and financial policies and procedures and make recommendations on the procedural improvements;

Provide technical guidance to Project Managers throughout the project cycle to facilitate compliance with IOM’s policies and procedures and any donor-specific requirements;.

Prepare donor financial reports in accordance with IOM and donor policies and regulations in PRIMA, as per established procedures and donor requirements with close coordination with RMO and Project Manager;

Assist the RMO to ensure that all the approved funding and expenditures have been charge accurately and according to the budget;

Regularly review and provide cost allocations of staff and office expenses according to the budget;

Identify and resolve diverse issues/problems on Resource Management as they arise and determines appropriate actions;

In coordination with RMO, prepare annual budget for the mission and complete submission of BSP in BEACON system, monitor budget control and report variances between budget and actual expenditures. Responsible for the preparation of budgets for new programmes;

Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud;

Regularly check if the accounting data are properly entered in SAP, in accordance with IOM financial rules and practices, ensure accurate records of PRISM entries including hard copies of all vouchers and supporting documentations;


Coordinate the preparation of mission’s monthly accounting closure and returns and ensure accuracy and timely submission according to IOM Accounting Policies and Procedures;
Ensure daily control of funds disbursed;
Coordinate various actions related to the administration of human resource, e.g., Supervise and monitor travel authorization and expense claim system (TASS) by checking the outputs reports and addressing pending issues and items. In coordination with HR admin, ensuring compliance with travel regulation and SOP;
In coordination with RMO, responsible for monthly projectization for international staff to MHRO Payroll;
Coordinate with PM and HR unit for the changes of WBS by entering mass upload in PRISM HR for the cost projectization of staff before payroll simulation;
Coordinate with procurement and logistic unit, ensuring that all submitted PRFs are in line with the project approved budget, checking proposed WBS, review and verify the funds availability prior sign off all PRF;
Post, assign and update finance documents’ Payment Tracking System (in excel) to monitor the completion of reviewing documents, accounting documents and treasury documents;
Provide regular updates to RMO on the status of all outstanding debtors/creditors items from ZARA and ZAPA report and to ensure that they are regularly maintained and cleared;
Keeps up-to-date on documents/reports/guidelines that have a bearing matters related to programme, ensuring compliance with IOM and Donor policies and procedures;
Act as OIC in RMO’s absence to ensure complete, timely, and smooth operations within Resource Management units;
Perform any other duties as may be assigned by RMO and SRMO.
Required Qualifications and Experience

Education

University degree in Finance, Accounting, Public Administration, Business Administration from an accredited academic institution with two (2) years of relevant professional experience.
Professional certification as chartered accountant (CA) or Certified Accounting Practitioner (CAP), certified public accountant (CPA) or Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) a will be a distinct advantage.
Experience

Experience in financial management, accounting, and budgeting.
Experience with internal control assessment, internal audit and or external audit.
Knowledge of IOM/UN regulations, policies and procedures.
Knowledge of human resources management an advantage.
Experience with international institutions knowledge of IPSAS and SAP.
Knowledge of IOM/UN accounting systems, software and procedures are a distinct advantage.
Knowledge of EU funding related reporting requirements is an advantage.

Languages                                                  

fluency in English and Arabic is required (oral and written).
