Department Summary

Mercy Corps is committed to maintaining rigorous compliance measures and safeguarding our

programs from challenges in the field that may compromise humanitarian principles. The Enhanced

Due Diligence (EDD) unit offers an additional layer of scrutiny to various external entities who are

prospective partners in or suppliers to Mercy Corps’ Syria programming. Key EDD products include (1)

due diligence assessments of Mercy Corps entities, including vendors, partners, third-party suppliers,

and other actors deemed essential for programming and (2) community area profiles of districts of

interest to Mercy Corps. Community area profiles include in-depth research on dynamics including but

not limited to, governance and service provision, economy dynamics, displacement patterns, local

politics, social makeup, and intercommunal relationships. This research involves analysis of primary

and secondary sources, including coordination with field researchers on the ground.

EDD products significantly influence the course of Mercy Corps’ programming throughout Whole of

Syria (WoS), serving three distinct purposes:

(1) Provide information to program and operations teams that enables them to appropriately design

risk mitigation plans;

(2) Provide assurances that aid resources are effectively managed as they were intended and

increase the level of compliance with donor regulation and relevant legislations; and

(3) Develop a knowledge repository and build expertise on programming landscapes and Syrian

partners, enabling relevant staff to consult previous products.

The EDD unit currently sits under Mercy Corps’ Humanitarian Access Team (HAT), Mercy Corps’

conflict analysis research unit. The HAT contributes to the broader Syria crisis response by producing

regular reports on economic, social and political trends. The HAT also serves as a real-time information

hub; vets potential partners; assesses programmatic, partner, and operational risk; identifies and maps

stakeholders; and maintains a mapped database displaying program locations.


General Position Summary

The EDD officer will primarily support the EDD Specialist with the drafting of EDD assessments. In

addition, the EDD officer will seek new ways to tighten reporting, deliver timely information, and

improve products and processes. The officer will contribute to the wider functions and outputs of the

Humanitarian Access Team (HAT) as required.

Primary responsibilities include, but are not limited to, the following:


RESEARCH & ANALYSIS

● Drafts EDD products, including research, writing, and editing of due diligence assessments and

community profiles;

● Provides detailed analysis and insights on key developments throughout Whole of Syria (WoS)

using open source analysis;

● Conducts in-depth profiling on entities using social media research in Arabic and English; and

● Supports research and data collection around specific issues or projects, as requested.


SYSTEMS & PROGRAMMING

● Records requests for EDD products and liaises with program staff regularly

● Develops and maintain databases on the outcomes and processes of EDD products

● Coordinates weekly check ins and research requests with field staff

● Liaises as appropriate with other Mercy Corps staff engaged in programs and compliance

● Represents the EDD unit internally in program meetings and conducts orientation for new staff

● Supports development of due diligence policies and procedures


Supervisory Responsibility: None


Reports Directly To: EDD Specialist

Works Directly With: EDD officers, field research coordinator and researchers, HAT analysts, and program staff.


Knowledge and Experience

● Bachelor’s or Master’s degree in a related field: social sciences, development studies,

international relations, Arab studies, etc; Equivalent experience accepted in the absence of

formal educational credentials.

● Extremely strong attention to detail

● Excellent research skills in open source and social media analysis (Arabic preferred)

● Advanced English language and writing skills

● Previous experience and in-depth understanding of Syrian context

● Demonstrated skills in process management and reporting structures

● Ability to work and interact with a diverse staff from different ethnicities and backgrounds

● Ability to conduct oneself with discretion, sensitivity and respect toward others

● Computer skills: Google Drive, Microsoft Office, social media tools (Facebook, WIRE, Telegram)


Success Factors

The role requires a high level of attention to detail, strong sense of discretion, and excellent research

and writing skills (preferably in Arabic and English). In addition to having a strong analytical background

and research experience the role requires someone with a “can-do” attitude who is able to multitask,

communicate effectively, and prioritize responsibilities in a fast-paced environment. Competitive

candidates will showcase a willingness to creatively solve problems, juggle multiple priorities under tight

deadlines, and to calmly and diplomatically deal with unexpected and sudden events impacting

program operations.
