SOS Children's Villages International is the umbrella organization of the International Federation of SOS Children's Villages. As a social development NGO, we support children without parental care and families in difficult living conditions through emergency care, education, health and relief services, and we defend the rights of children and youth, in alliance with a wide variety of partners. We operate in 136 countries and territories, reaching more than 1 million children, youth, families and caregivers every year. For the Regional Office in Central and Eastern Europe / CIS / Middle East, we are looking for a commitment:

Financial & Control Consultant (f / m) - Middle East Countries

Location: International Office Region, Central and Eastern Europe / CIS / Middle East (IOR EUCM), Amman Office, Jordan


The position of Financial Adviser and Control is a direct report to the Director of Finance and Control.

It provides services to member associations in the Middle East in order to fully comply with the Federation's quality standards and regulations stipulated in the field of financing and control. This means targeted support for the timely and high-quality presentation of accounting and other financial data to the Union (technical support, content support, training, capacity building and monitoring). It means overseeing the overall fund management process between member unions and donors, in particular monitoring budget implementation, forecasts and liquidity, with an emphasis on financing international transfers. Moreover, the position supports the member associations and the union management team with analysis of financial deviations, and contributes to the development of midterm strategies and plans. It advises on and conducts internal risk assessments and monitors actions derived from these assessments.

By providing this support, the position holder contributes to the smooth operation of the various funding and control processes and ensures the appropriate flow of information between programs and donors.

Roles and responsibilities

Support and monitor member federations' compliance with IFRC standards in their financial procedures in national programs for the care of children, youth and family strengthening.

These procedures include planning, budgeting, accounting, control, reporting, liquidity planning, funds transfer, the external audit process, establishing an appropriate internal control environment, and following up on the implementation of recommendations issued by external and internal audits.

Support and monitor the performance of National Financial Officers on institutionally funded development projects in Member Associations, including support throughout the full project management cycle

Monitor and oversee the financial implementation of development projects in line with internal donor and SOS requirements

Ensure first-level support for member societies to operate the MS Dynamics Navision global accounting system

Provide support and advice to member associations in developing crisis contingency plans and long-term strategies and monitor implementation in a multidisciplinary approach with experts from other functions

Building the capacity of national financial administrations in member federations and providing advice on cost-effective organization of work

Establishing a strong link with member federations through regular visits to countries and programs, gaining a deep understanding of the needs and capabilities of financial affairs personnel in the programs and working successfully to build them

Provide strategic planning support and financial reporting and analysis to the Head of Finance and Control in the office in Amman

Work closely with the CEOs and other function experts in the Country Teams to improve support for member federations as well as to ensure that internal control activities are in place effectively

Contribute to defining financial policies and quality standards

Join regular meetings of the regional finance team and participate and proactively contribute to the regional funding network of member associations

Managing / participating in regional or global projects


University degree in economic sciences, preferably in accounting, banking, financial control or business administration

Proven track record of minimum 5-6 years in profit or non-profit sector as Senior Accountant, Financial Controller, working throughout the entire financial cycle (planning, budgeting, forecasting, control and reporting, liquidity planning and fund management, accounts closing, annual and mid-term perspective , Financial Strategies)

Experience working on institutionally funded development projects is an asset (donor institutions such as EuropeAid, USAID, SIDA)

Strong MS Office (MS Excel, PowerPoint) skills, virtual collaboration platforms

Strong analytical and communication skills

Distinguished consulting skills with a strong service-oriented mindset

Excellent in written and spoken English and Arabic

Knowledge in MS Dynamics Navision accounting software, or related ERP systems is an asset

Experience in internal audit work is an asset

Willingness and ability to travel up to 30% of working time in Middle Eastern countries in the region - the ability to travel to the Palestinian territories will be an advantage.
