The MERL unit is one of the units within the technical unit under the leadership of the Technical team lead. The main role of the unit is to ensure quality MERL in all Plan Jordan’s programming and to ensure that results from programme work are captured, presented and analyzed in line with Programme and Influence Quality Policy (P&IQ), as well as M&E standards to inform programme design and management. The department collaborates with Programme Units, Technical Units, and other units in the Programme Department to ensure that the conditions for effective monitoring and evaluation are met at all stages of the project and programme cycles. The unit also ensures that the necessary tools, mechanisms, capacities and conditions are in place to deliver quality MERL across the organization.


This position will support the MERL team, work closely with project coordinators and officers, technical specialists, programs unit managers and frontline staff in collecting data, and direct beneficiaries. Also, he/ she will be responsible for implementing M&E activities, ensure proper regular monitoring, the collection & analysis of different data in relation to the project activities. Assist in evaluating projects, assist in generating and supporting the development of reports, ensure accountability and efficiency throughout, contribute to the learning cycle.


DIMENSIONS OF THE ROLE


The MERL Assistant might be assigned to support one or more projects on the following:


To ensure that the necessary frameworks, mechanisms and tools are in place that allow Plan Jordan to monitor and assess its progress towards the objectives set out in its Country Strategic Plan (CS).

To ensure quality MERL for Plan Jordan’s individual projects and programmes in line with donor standards and requirements.

To support programmes and projects in needs assessments, project design, baseline studies and project evaluations that fit to the strategic priorities of the CS. The MERL department also works closely with other departments to ensure a good basis for gender-transformative, disability and age appropriate monitoring of performance and results, and supports the process of project and programme evaluations.

To promote and ensure accountability and facilitate participatory MERL practice including communities and beneficiaries feedback. The department facilitates the implementation of mechanisms and tools to capture and respond on the opinions, voices and feedback of girls, boys, women and men in the communities we work with.

Assist in guiding and supporting Plan Jordan implementing partners to design and develop MERL systems and approaches that are compatible with the overall Plan Jordan MERL framework.

To support the delivery of capacity building, guidance and follow-up for partners, including Community Based Organization (CBOs), in addition to the development and implementation of participatory monitoring and evaluation tools and procedures that provide quality evidence-based information for tracking the projects’ performance and results.

 

ACCOUNTABILITIES


Support the MERL team in the development of M&E systems, tools and procedures and in the implementation of quality M&E for projects and programmes.

Contribute to the development and implementation of M&E frameworks at strategic (country) and operational (project) levels.

Support project design, planning, implementation and closing/evaluation.

Support the process of needs assessments, baseline studies, mid-term reviews, final evaluations and other research related to programs and projects and ensure dissemination of results with all relevant stakeholders.

Assist in the development, communication and implementation of M&E plans and Indicator Performance Tracking Table (IPTT).

Support the design of project databases and frameworks using KOBO, ODK…etc.

Support the monthly reporting of Plan Jordan’s total reach and dashboard using PowerBI.

Support the development and progress of MERL automations which includes but not limited to tools, MERL plans, and MERL systems (databases).

Collect quantitative and qualitative data and monitor the progress of the project activities and quality of implementation against project work plans using appropriate monitoring measures.

Support and lead project data entry of collected tools and data.

Assist in coordinating across the available components of the project to ensure effective implementation of M&E.

Promote and facilitate participation and feedback of communities in Plan Jordan’s M&E activities.

Assist PUs when necessary with Annual Counting guidelines and data consolidation.

Organize and conduct training on M&E for project and relevant staff.

Conduct monitoring visits to offices, premises and project implementation sites of implementing partners (both governmental and non-governmental organizations) in order to inspect, observe and verify ongoing project activities.

Support relevant PUs in annual reflections.

Perform other duties as required and assigned by supervisors.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE


A University degree in relevant fields and subjects.

1-2 years of relevant Monitoring, Evaluation, Research, Learning and Accountability experience.

Experience in planning and facilitating training/workshops.

Fluent written and spoken English and Arabic language skills required.

Demonstrated writing skills (report writing).

Experience working with children and understanding their special needs.

Excellent interpersonal communication skills and team work abilities.

This position requires high computer literacy with a full knowledge of office applications and ability working with mobile data collection programs.

Our aim is to reach as many children as possible, particularly those who are excluded or marginalized through high quality programs that deliver long lasting benefits to children and their communities by working in partnership with others and operating effectively. Plan International is a global federation and it has been working in Jordan since 2016, collaborating with national and international partners to support the recovery and resilience of the Syrian refugees and Jordanian host population by providing Early Childhood Care and Development (ECCD), integrated projects including; education, child protection, GBV, SRHR, Youth Economic Empowerment, and women’s empowerment services in both host communities and refugee camps.


<Plan International in Jordan is seeking to recruit an MERL (Monitoring, Evaluation research and Learning) Coordinator responding to both development and humanitarian programs, and in particular to the needs of the most at-risk population – children and youth (especially girls and boys). The MERL Coordinator will be based in the Main Office in Amman with travel to project’s locations as needed.


Dimensions of the Role


The MERL coordinator is required to; Contribute to the design, implementation, and ongoing revision of an MERL system in Plan Jordan that meets the needs of the programs for learning, analysis, and reporting. Also, to support on activity-level and program-level monitoring, evaluation, research, and learning to ensure quality and consistency across the program.


Accountabilities


To support in the development of M&E Framework and monitoring & evaluation plan for project activities and indicators and ensure adherence to the plans and systems

To support the analysis and reporting on programme and project progress and trends in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies, and recommend corrective actions.

<Moniotor and faciliatate regular upadate of database for regular reporting and data utilization 

Facilitate timely and regular programme monitoring in collaboration with project M&E team

 Coordinate/support documentations of trainings, review meetings, preparation of case studies, and make sure that these Growth through Nutrition activities are well documented and trackable

Coordinate, prepare, and consolidate all reporting (monthly, quarterly/biannual and annual) activities of the project in collaboration with M&E team, advisors and others as needed.

To lead the development and implementation of regular, participatory assessments/feedback and complaint surveys and mechanism with and for affected communities in accordance to Plan international regulations, Child Protection in Emergency Minimum Standards, Core Humanitarian Standards as well ensuring the alignment with already established systems and policies available;

With the support of the CP team, develop and maintain the accountability mechanism within Plan field location and in coordination with partners.

 

Programme Design, Development and Implementation:


With the support of the project technical leads, to support in leading rapid and detailed mappings and assessments.

Ensure that the quality of project supported M&E trainings, review meetings and supportive supervisions are maintained;

Provide monitoring and evaluation training to relevant project staff and government staff engaged in data management and utilization.

Provides technical support to field teams in project activity monitoring, data organization and utilization and report writing  

 

<In coordination with Country Office Program managers, the Gender Coordinator and program staff ensures that issues of gender equality, inclusion, child protection and safeguarding, accountability, risk and vulnerability are addressed and monitored throughout all programs
