Finance Specialist

DRC Jordan is looking for a qualified individual to fill the role of Finance Specialist who is responsible for financial management and compliance of the consortia and partnerships for Novo Nordisk foundation in DRC-Jordan. This position requires a high level of financial planning, compliance, budgeting management, partnership management and strong coordination and communication skills to support the (consortia) partners and ensure effective and efficient financial management for the consortia and partnerships and compliance with the finance chapters of DRC’s Operations Handbook


About the job


The individual will report directly to Chief of Party CMU, your main duties and responsibilities will be:


Support


Support the development and implementation of financial management capacity building of the CMU and partners’ staff.

Provide overall advice, coordination, and technical support to the Finance teams within the partners’ organizations.

Capacity building and dissemination of knowledge for other partnerships managed by the country office. 

 

Consortium Management


Develop the Terms of Reference (TOR) for the consortium Finance Management Technical Working Group (FTWG)

Facilitate monthly meetings for the FTWG including preparation of agenda, logistical arrangement of the meeting and documentation of minutes of meetings

Develop and update finance management standard operating procedures (SOPs) and internal guidelines and share with all related partners

Design and update the necessary templates and tools to ensure effective compliance with budget and financial management policies and procedures

Finance and compliance capacity buildings for different partners’ teams

Ensure all partners are updated on main finance decisions and new policies adopted by the CMU, DRC and the donor

Effective support for the day to day financial implementation of the project and support given to consortium’s partners, answer their inquiries and provide advise as needed.


Due diligence for partners within consortium.

Cash management of consortium’s (Cash needs, advance requests and settlements) in coordination with DRC Country Office and RO finance and grant teams.

Refine, develop and improve operational approaches, compliance and systems, and support the Consortium to build and deliver the most effective and sustainable interventions.

Plan, manage and coordinate the CMU procurement in coordination with the CMU COP and the procurement team of DRC country office

Monitor and ensure the compliance of consortium partners with minimum procurement standards as per the sub-grant agreement.

 

Financial Management


In close cooperation with the assigned project Managers in geographical area reinforce existing procedures and systems for financial management and control in compliance with guidelines of CMU Financial management SOPs & internal guidelines, DRC’s Operations Handbook, and donor requirements

Support timely delivery of quality financial reports to donors and internal reports to colleagues, steering committee, government of Jordan and DRC country office

Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns

Provide monthly financial briefings to relevant Manager and as needed

Ensure thorough and effective budgetary control in the RYSE project

Lead budgeting process for the RYSE project in coordination with responsible Manager in the CMU and partners’ implementation units

Track and review budget change requests including re-allocations, re-bookings and ensure compliance with the approved budget and level of flexibility given by the donor

Monitor, investigate and document overspending and underspending in budget lines by the CMU and projects partners and recommend corrective actions to the COP

Mange timely payment of installments by the donor and to the partners

Ensure proper collection, documentation and storage of expenses supporting documents

Liaise with relevant Managers assigned by partners on key financial issues for all programs in the country, including co-funding, financial reporting, key variances and any remedial action

Plan and Conduct periodic spot check visits to the different partners and project’s locations to ensure compliance and document in visit report

Collecting cash forecasts from all related Managers and requesting funds in a timely manner

Maintain a continuous overview of funding levels and pay particular attention to shared support costs, including staff salaries

Ensure all required documentation for financial audits in cooperation with Coordination staff and HQ

Ensure monthly meetings are held with project managers to discuss key variances, reasons for these, and any remedial action that is required

Prepare for local audits

Contribute to the development of proposals with regards to budgeting in cooperation with Managers.

DRC Dynamics ERP system


Support the Finance to use DRC Dynamics in its full capacity

Ensure proper application of ERP finance processes in the country

Apply reports and data analytics from ERP system to improve performance in the country

 

About you


Higher Education in Finance & Accounting or related fields

A postgraduate degree or advanced professional qualification in Finance (Advanced Certificate in Accounting and Finance, Certificate in Business Accounting, etc.) (preferable) 

Required / Desirable


At least 3 years of experience in finance management roles, including accounting, internal/external audit,

Experience working for a leading INGO, with in depth knowledge of donor requirements,

Experience working with Consortium’s and partnerships (preferable)

Demonstrable strategic thinking and leadership ability

Experience with financial and grant management systems

Excellent analytical and critical thinking ability

Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels

Proven ability to lead and work effectively with others to achieve results

Understanding and experience of institutional fundraising

Experience with Microsoft Dynamics (preferable)

Flexible approach to manage and prioritize a high workload and multiple tasks with tight deadlines

Confident & proficient in the use of MS Office, and advanced Excel proficiency.

Full professional proficiency in English and Arabic
